i suspect it restricts their liquidity and prevents them from moving or storing in an asset traditionally considered a safe haven. if trump is big brain (maybe, dunno yet) he wants to prevent them from moving or securing capital in an asset he has little control over. if he tariffs gold he can somewhat corral them into a better state for negotiations. my speculation only, i havent researched it anymore than you guys i have a feeling
