riot gave up on champions being a serious source of RP purchases back when they changed runes like 8 years ago now.
It is just a minor sense of progression for new players to tick them all off, they would NEVER have seriously changed how fast it is to get champions
They did want to cut down on free SKINS, but you are stupid if you think they were ever trying to change champion unlock rate on anything that would ship to live long term

you are really bad at it though to stay in low elo as support, you just to show the bare minimum in sentience to lock a real support, build normal items and not afk in lane
