Extinction is a stupid hyperbole, it's just population reduction as old people die off faster than kids are being born. And because of internal migration, big cities like Osaka and Tokyo are still seeing population growth and will do for the foreseeable future.
There are problems with the large number of retirees coming up in the future, but it's more about workforce and taxes than about Japanese people disappearing.

For the record, every year, more Japanese babies are born than German/French/English/etc. babies. And the number includes immigrant babies, which of course make up a higher portion of the babies born in the European countries.

It depends if the number of people having kids decrease with the same rate as the overall population or not. If they decrease at a slower rate (as seems to be the case) the population will just stabilize at some point at a lower number, and the only problem will be the transition phase due to all the dependants.
