It's insanely expensive to significantly improve a car and it historically always ends up as a spending war with the team that spends the most dominating and everyone else leaving. BoP is the alternative and it isn't necessarily a bad system, but they change it way too frequently. I think if you want a car that is strong on the long straights like le Mans and Spa you should have to live with that car on lower speed tracks.
