Brisbane can't just take as many academy players as they want unless they have the list spots, the picks to pay for them and are outside the top 8. If you look at your chart you'll see they've take 13 Academy players over a 13 year period so averaging one a year and the vast majority do not make it. West Coast are just outright prohibited from taking kids because they tell them they won't go there. Brisbane used to have the same issue. How is a club supposed to rebuild with that limitation? And then the team ends up right back where they were only they've wasted two years development and a list spot on a player they now need to replace. Vicious cycle with no improvement.
