I think incidental hand contact is still legal. What you cannot do in pole vault is manually place the bar back in to position as you go over. Because pole vault bar is held with a 90 degree bracket this is possible (pushing the bar forward) and had been done to winning effect before they banned it. It's pretty much impossible to do the same thing in high jump, not only because of the angle you're clearing the bar but also the bar is held with two flat tabs instead of the 90 degree bracket.
