There's a pdf with the "violations" in the link. tldr, PL introduces multiball with spare balls around pitch on cones to keep game from slowing down too much for ball retrieval, Villa apparently had too many balls/ballboys for the PL's liking who then tossed the balls directly to players rather than placing them back on the cones, and apparently at one point one threw a second ball on the pitch while Spuds' keeper had already picked one up before a goal kick, which Spuds formally complained about.
