I'm not familiar with them but Kenya is a special case. The average Kenyan is poor as dirt and they consider running as a very lucrative profession which results in intense competition. It doesn't take a genius entrepreneur to realise that they could earn a fortune by selling drugs to these prospective runners and thus a market is born. Given how underfunded the Kenyan anti-doping agency is, a lot of these athletes will escape through the cracks.

Norwegian commentators are saying that the rule is stupid, he trips and falls into the hurdle with no way of stopping. Only way to not be DQed is to go back, set the hurdle upright again and jump over it. It's cope, but they have a point honestly.
