To start the city, I won't need to consume the whole planet, I'll just need to be ... maybe the size of a small island. Remember how Metamorphosis creates strange formations? I will have Skin Shed take some of these formations, the ones that interest me, and shape them into habitable flesh. And I THINK, that given enough RE from inside me, Metamorphosis may be able to create life to live there. Thus, creates made of me will live on top of me. I will release RE to them when needed, but otherwise they will live without it, as humans once did. More cities will be created, and civilization will form as I conquer more of the planet.
Eventually I'll find a way to open up rifts (maybe I steal the skill), and move on to new planets and repeat. My civlization.

Let's say the swordswoman. She can cut, I will eat her. Maybe she's the last holdout, standing there on vigil all day cutting me down, making sure her sanctuary city is not overrun.

Perfect Conduit should help purge it, and I'm going to have a ton of RE so a little bit of suckage doesn't matter.
