I like to imagine that it is Imperial guard slang that is finding growing official use as such guard regiments become more common in the Dark Imperium.
It is to describe a guard regiment typically found in the Imperium Nihilus that has devolved in equipment uniformity due to supply lines being scarce and/or cut but never short of calls for combat.
Pic related is a Star Wars Imperial Remnant stormtrooper concept art piece to try and help give a visual explanation. To hopefully help one visualize an Imperial Guard scruff company.
Funnily enough GW is kind of doing that with the previous Cadians upgrade sprue showing that not all guardsmen get helmets and with the current Cadians with their lasrifles looking like they are from different forgeworlds given their different patterns.

My inspiration was just irregular militaries in general.
But you're right the Chinese troops in the 40s were real exemplars of such a concept. Did their whole aspect of looking irregular due to captured gear and imported stuff from many different nations ever get an official military term? I did a quick search and managed to not find anything.
But some terms did pop up like "maritime militia" and "irregular forces."

Being a psychic race means the warp affects you as much as you affect it. The eldar fall was not directly their fault, but their emotional states were influenced by the corrupted realms of souls ( later to be the warp) this caused them to act in hedonism which went to the warp which went back out again until slaanesh happened. The starting point not being any races hubris, but the horrors of the war in heaven

It shows the standardized nature of Imperial technology and how most of it come from the same STC templates which have then been adapted and modified by the mechanicus to suit different functions or roles.

To me the Black Templar model feels like a model shoved out the door to coincide with a codex release. To also make armies "locked" into the current edition as there will be rules for that model in its current edition it was released during so that players won't play previous edition because there are no rules for models like the new black templar models.
Guard kind of got the same treatment with Lord Solar Leontus and the heavier heavy weapons like the multibarreled Nebelwerfer model.

Armageddon Steel legion is motorised infantry regiment, Ork Hunters are jungle fighters regiments specialised in fighting orks on armageddon jungles.
Both Ork Hunters and Savlar Chem-Dogs alongside DKoK(who themselves were steel legion conversion) and Elysians got their special rules in 3rd ed chapter approved. Ork Hunters used modified Catachan rules with bonus against orks, their own version of WAAAGH special rule and ork weapons like choopa and slugga. They were represented as catachan models with ork weapons.
Savlar had simlary colourfull rules, like no her character could join them because they are scum of the earth, sergant could "purchase" officer wargear, they could not do sweeping advances(pursuing broken enemy and cutting them down) because they were too busy looting dead, chem-inhalers so they do tests on full leadership and can't be forced to retreat because of failed morale and could buy some random archeotech they looted from underhive as equipment.
I don't love all of their models, but lorewise, I think the Votann were a great addition to the setting.

The amount of shit in 6th/7th that was utterly broken was ridiculous, 'normal' playstyles had nearly no chance because even the slightest bit of optimization ruined the game. Models with 600-800 points of value were costed at 300, a number of the rules flat out didn't work, one of the phases was inherently broken and didn't gel with the rest of the game, and there were multiple UNIT TYPES that could not be taken if you wanted a balanced game.

They would have access, like any Space Marine army, to take Black Templars units, but doing so would lock them out of any other special space marine units. The BT detachments will provide the rules and buffs that make the BT units actually useful.

I play mostly with friends and we've been learning as we go, I found some interesting stuff and I think this is cool and allows you to be creative with positioning but I also care more about my friends having fun than doing these kind of movements. I met some friends in Roblox during my high school years and later added them to discord. A good number came out as queer and said number kept on validating bad stereotypes. Lasguns and flak uniforms are one size fits all and easily produced and replaced, personal form-fitting exoskeletons aren't. You do see stuff like this appear in like, special forces, Inquisitorial units etc. but the vast bulk of the Guard wouldn't see it. Typically if an elite force has the money to pay for something like this, they can just spend a bit more for full power armour instead, like Sisters. The power reactor is probably the most expensive part of the device.
