Imparting sentience is something magic CAN do. In the case of constructs that is part of what magic DOES do, but there are types of magic that don't impart sentience.
Everything in this game other than land is a spell. So by your logic, if all magic imparts sentience, Sol Ring and Lightning Bolt are sentient. That is clearly not the case. Constructs on the other hand are ensouled.

As I already said, a hard once per turn would be that the trigger is tied to something that happened regardless of whether the card saw it. For example Monologue Tax cares about the 2nd spell your opponents cast each turn. If somehow Monologue Tax hit the field after they had cast their 2nd spell, you won't get the trigger if they then cast 2 more spells while it's on the field. There can only be one 2nd spell per turn. Hard once per turn.

Because it's a commander that rewards you for a game action so basic that 99.9% of decks were already aiming to do it, and rewards you with wincon pressure+resources. Aesi and Tatyova were notoriously touted as the biggest simic slop commanders for having "Landfall - Draw a card" and this card is very similar in Gruul, trading part of its card draw for damage.
Landfall isn't exactly a strategy that's struggling either, given the existence of fetches meaning you can consistently double up on them while fixing yourself in the safest way possible. The legality of cards like Burgeoning and even Exploration combined with the restriction of answers like Blood Moon also mean it's trickier to answer a landfall strategy because you're not able to play the best cards for flipping the script on them and forcing out reactive play instead of letting them be on offense the whole game.
Landfall just simply isn't a strategy that needs more support.
