I don't have answers for most of your points, I assumed it had something to do with the franchise.

Regarding tools how I imagine it is:

Better stuff like is broaching sci-fi tier. The example the cyoa uses is chain swords, I think stuff like john wicks bullet proof suit also fit. In terms of gadgets I'm thinking james bond or Agent 47 type stuff.

Top tier shit. Power armor, judge dredds gun, Thunder Hammers. In terms of gadgets I think its reaching sci-fi 'normal', stuff that would be at home in Doctor Who or Star Trek.

We are full science fantasy now, lightsabers, teleporters, maybe Space Marine Power Armor. That sort of level.

Magic that is trying to not be magic but failing. Thor's Hammer. Ironmans suit. Time Machines, Infinite Mass Drivers, etc.

For augments I think its like a level down, with Angelic being the same as a tier 5 tool.

I was going to complain about it being way more than a one trick but I thought about it and an EGO he can't actually use himself isn't all that great to begin with, and the effects he gives doesn't even seem that strong. Backstory:

Basil Hallward was a two-person street rat team with his childhood friend Dorian Grey under a ward protected by Lord Henry Wotton, a Bloodfiend within The Ring's Fauvism Ring. Both of them hoped that one day they could finally make it as either Ring or Fixers, Basil scrounging and fighting with various other street gangs, turning them into art pieces to keep favor for his ward while Dorian had the innate charm to upsell his art within the Ring via his charm and charisma. Sadly while Basil was gifted in combat and would get meager passing grades on his art, he always seemed to come up short of being able to join the Ring as an official member, only being kept as a civilian/rat enforcer as his art would be derided as derivative and lacking true substance worthy of the Ring's Membership by a few of Lord Henry's enforcers without Dorian being able to run interference for him.

However, when Dorian was severely wounded in a retaliation attack by a rival rat gang seeking to steal Lord Henry's favor, he went mad with rage, slaughtering them in a macabre waltz of gore and viscera that finally got Lord Henry's attention. Seeing Basil vulnerable to manipulation, Lord Henry allowed Basil to become a probationary member in exchange for holding Dorian hostage as they paid for his recuperation. However, as Basil worked for Ring to pay off his debt, Lord Henry had started to seduce Dorian away from Basil.

During Dorian's physical therapies and trainings, he was given lavish gifts and attention he had never seen before when working with Basil. The ecstasy of the high life was within Dorian's hands while Basil toiled on the streets unknowing of the rift growing between them. Eventually Dorian made a full recovery but through the hedonism he had cultivated, he began to see Basil as an inconvenience he had grown bored of but needed as Dorian was not a Ring Member just yet.

When the Bloodfiend tried to unleash a torrent of blood bullets upon them, Basil heard an eerie voice in his head. "Do you truly think you have enough power to beat him? Is your own power truly enough?" Knowing the truth that he was inadequate in the moment, he relented to the voice, admitting that he was a failure that would lead his best friend to death once more.

In that moment, his body contorted, turning into a marble clay like putty wrapped in a white satin sheet. The blood bullets pelted his new form but instead of piercing his veiled flesh, it merged and morphed it into a hideous mockery of the Bloodfiend before him. Though Dorian was taken aback at first, he worked with Basil in his new form to take down the Bloodfiend and talk Basil back into his human form.

When they got the relic back to Lord Henry, Basil had passed out from the ordeal while Dorian was nearly unscathed. While Basil rested, Lord Henry congratulated Dorian on a job well done. Dorian took credit for most of the job both as a way to hide Basil's ability and a way to gain Henry's favor.

The only reason I can think of to not make one is that fact we already have a dozen and you shouldn't just make one if you're doing it out of FOMO, but there's also nothing stopping you either.

Dorian afterwards became a darling within the Ring as a fellow Student. Attending more lavish parties with Lord Henry and gaining a name as the Grey Wolf as he dawned his Fauvism Mask. Trying to swallow his pride, Basil tried to improve his art during his rest but without Dorian to be his wingman, it was derided once again as without merit, even getting his first failure grade. Trying his best to swallow his pride, Basil tried to get back in contact with Dorian, but he was brushed aside every time. As stress piled on and a second failure was given to him, putting Basil back to civilian status, he had come to wits end and desperately went to confront Dorian during the relic's unveiling Gala.

Cornering Dorian behind stage, Basil laid into Dorian for giving him the cold shoulder after everything they had been through. While Dorian tried to talk him down, they eventually came to blows, Dorian taking a cheap blow that stained the relic's canvas with Basil's Blood. Eventually Dorian gained the upper hand and took a nearby brush to strike at Basil's heart but was stopped dead as the wound rebounded on him. As he fell to the floor dead, the relic turned to a garish painting of Dorian and Basil's hearts pierced by thorns entwining them in a bloody embrace.

Lord Henry stood in the gallery with the rest of the gallery members clapping and laughing at the ordeal as Basil went to resuscitate Dorian. As Basil panicked, Lord Henry revealed this was all his grand design to unveil his magnum opus, The Bloodstained Brothers. As Basil realized they had both been played for fools, he lunged at Lord Henry only to be laid low instantly.

As Lord Henry got ready to execute Basil, the mysterious voice came in once again chiding him for his weakness. As Lord Henry's Blood Blade barreled down on Basil's neck, his body began to distort once more. Taken aback by Basil's transformation, Lord Henry retreated while Basil went on another rampage. As his thrashing caused the gallery to burn, Basil took the Relic along with Dorian's body far away in his bloodcrazed state.

When he awoke, Basil was clutching the dead body of Dorian and the relic as they both began to melt into a slurry of bloody paint. Crying and cursing his lot in life, he heard the voice once more admonish him and promise him more power. Vengefully, he cursed it out, saying that it's brought him nothing but misery and that he'd trade it all away if it could him back to the way things were, ripping the veil off his body as he returned to his human form. As he layed in the gutter tattered and defeated, what was left of the relic and his once distorted form laid a tarnished canvas shield and paintbrush sword. As he picked them up and fled deep into the city, he wondered on how his life had turned for the worse, bouncing from hovel to hovel until he joined up with Limbus Company when he was again at wits end. Maybe one of these sinners can help him bring Dorian back, or least let him die with Lord Henry for being an easily manipulated fool.

PMD is too niche and has too many faults for it to ever make it as an MP, even before the ADHDark Times. The fact that it started off with a controversy that immediately pushed away some of the few anons that would actually be interested put it in an even worse position. Just Effortfag can't overcome a fundamental lack of population.

I wish the PMD anons longevity and fun, but realistically speaking two autists and a handful of semi-invested hanger ons can't continue for very long.
