How do I decide on a army and stick to it with building, painting and finally - playing?
I want to get into 40k but right now I'm like a poor kid who got invited to an all you can eat candy store.
Do I decide based on models? Rules? Tactics? Lists? Tournament viability?
What if I decide based on models but then find out I hate the rules and how you play the army?
What if the army I pick is so hard to paint I'll end up hating it because I have never painted anything before?
Got any advice? Is there an army you would recommend to someone new? Preferably not a horde army.

We're at a point where the marine roster is ridiculously bloated, they've got terminators and gravis for two forms of heavy armor marines and they've got phobos and scouts for two types of well scout marines. When 11th launches next year they'll only get even more bloated.
When 12th rolls around in 4 years time they'll need a gimmick to keep marines going and fem marines might well be that gimmick.
What else are they going to do? Firstborn resculpts? Already well underway, we've got termies and scouts, we'll probably get a primaris (with MKVII bits) tactical squad next edition. Resculpting early primaris units? If resculpts sold as well as new stuff we wouldn't even have primaris in the first place. Hell even if they do come up with something for 12th, 13th is only three years after that. Like it or not in the long run fem marines are inevitable.

While searching the edge of the Ghoul Star's they received a call from Baal claiming a massive Tyranid hivefleet was approaching the homeworld of the Blood Angels and that their assistance was required to help fend off the assault. Choose a theme. It could be a story, it could be visual, whatever. Let's say you want to build a band of crazy zealous chaos marines. Let's say your guys are melee butcherers and their leader is a sneaky wizard who exploits them. You buy the melee guys, you buy the HQ. You decide on a paint scheme and paint them all with fitting symbols and schemes so they look like they're part of the same force.
Now you're done. You've completed a thematic group that you'll deploy together because they fit together in your mind. Then you think if you want to stick with this army or do something else. If you want something else, repeat the above steps with the new army. If you want to stay, buy another detachment like that, do the planning and shit and finish it.
Never buy new models until you've finished a group like this. Stick to this hard rule and you won't have issues with piles of shame, burnout or indecision.

Most armies can be played in various ways. Even if you hate Space Marine ranged builds you can go melee, or vehicles.
Rules always change, points always change, models are forever. Choose what you think looks cool, meta-chasing is braindead when the super expensive unit you just bought could be nerfed to uselessness next week.

I think that a big part of it is that theres some friction (in the case of marines) between old ed purists and people who own primaris models, and dont want to buy a whole new army just to play 5th or something.
