Pretty simple build, full on Grug. Focusing on Dragon Fury as it provides Dragon Scales which helps with my Old Fashioned trait, am tall and can wield two-handers in one hand so my reach is excellent (duel wielding two two-handers isn’t a good style but having a shield would give some excellent additional versatility). A little bit of negotiating (barter and Petrified Bird) as my build isn’t the most gear dependent but could still benefit from the right items (the right items are usually the most expensive and rare).

What made a Drow consort with a Wood Elf? Izz doesn't remember as she's drowned that memory with potions and potion substitution drugs before she found her true talent in Rune forging. She marks herself, her animals and her equipment with the highest quality runes both for battle utility and to remember what to crawl to during a withdrawal. Her psionics still function at this time but their focus is to mix potions as fast as possible. When more lucid, she throws potions to her allies (or her animals if she needs a complex maneuver like passing a potion through a small tunnel system or an underwater pass with a fish or an aerial drop from a bird if it's inconvenient for her to angle the throw herself). She usually has a spirit animal or 2 summoned as her potion addiction keeps her mana topped up. She prefers riding to running so she has less to focus on while making potions in battle but will run of her mount is hit. She heads to the Prison to find and experiment with any torture and lethal dose mundane drugs to coat her spare tools (doubling as throwing weapons)as few would expect one with as many potions as her to not rely on them.

I find no practical purpose in picking Arsenal. The regular classes cover enough roles/purposes/goals that I don't see how Arsenal, with its myriad variations but lacking advanced/master level in any area, is better in any role/purpose/goal.

Arsenal is good at one thing at a time but you have to build into it with a specific focus. You can out physical Mutant by putting Brute on Arsenal and out speed and do more damage than Barbarian by putting Battle Rage on Arsenal. It can't copy Empowerment's flash step or flurry but it can still get more speed. You can outdamage an Evocation Mage or Druid or Shadow Warden in single target damage with Evocation or Druid or Shadow on Arsenal. Depending on how hellfire and Templar work you can out single target damage them with Arsenal. Symbiote gets stronger damage and healing but no buff capabilities on Arsenal. I'm not sure how much Templar's healing scales but it might have a revive spell that Arsenal can't get. I am no sure what buffs Flagellant but its mastery bonus is just a taunt to put aggro on you which is not very useful as only Mountain Barbarian or Brute Mutant should be tanking unless Paladin gets more permanent defense instead of having to reply on MP shields and a physical one that gets no abilities mentioning it.

Bladestorm can do funny things on Arsenal if you fudge the interpretation of the skill but other than that Psion might be better at skill damage with that if psionic abilities aren't considered spells.
Engineer is the only way you're doing big damage with potions though. And Brute is the only one maxing its acid utility but you could maybe make it do more damage to organic material with double Rabid Arsenal.

You can maybe do some tanking by layering iron flesh and mountain rage on Arsenal on character with a big fat mp reserve and toughness.

So basically Arsenal can't outcaft an engineer well in anything except Runeforging (which has insane 1.0 drawbacks) unless you really stretch the interpretation of what Savant can do when you take it twice and Arsenal can't get AOEs outside of a breath weapon and its summons are questionable.

It does too many things, it has some physical, some healing, and for some reason some summoning, it doesn't excel at anything and given monk is traditionally a sort of gimmicky melee powerhouse class in rpgs it doesn't scratch the monk itch. Monk feels as crippled as a DND monk. It has things that sound cool (running up walls, boosted abilities) in the traits but it is definitely one of the classes that got the most awful drawbacks. The main specializations are also kind of vague. Ironflesh sounds like a force push, Healing hands sounds like you're doing a Neji and using Chinese martial arts to inflict Debuffs but the thing is Neji gets Rotation which lets him spin in place to throw up a forcefield (which may or may not have deflection abilities) at the same time and Monk can't even do. Neji died in Naruto once people got real big on the non physical projectiles. Touch range Debuffs suck if they're the best thing you can do. If you could get big ol' floaty hands that scale with your physical damage that would be nice but then again that's more mp down the drain when Ironflesh is going to constantly be up and unless the hands can deflect stuff it probably won't be worth it.
Spirit summoning... so you're turning grandpas into your shadow clones except they aren't because they're fully autonomous and specializing in them makes them inferior conjuration summons. Either turn this into the crazy Elemental clone stuff you can do in Naruto or replace this with something like F.A.N.G and A.K.I's ki poison assassin Kung fu.

Petrified Bird is another burden. For it to be of any use, you have to find some "strange traders deep in the depths", likely a super dangerous place, surely a dangerous trip, and the bird actively hampers you from getting there.

I would add that this Monk is gimped by his gear independence. In Blackrock School of Dungeonering it was a bonus because money was more important and stat growth was more uncapped, but in this one it feels like your iron fists will plateau (especially if you don't specialize) in strength as a weapon, while all your friends will be getting enchanted adamant swords with greater reach.

Basically Monk needs all his specializations to be anywhere close to the other specializations and his traits suck and pulling heavily from anime and fighting games and wuxia is the only way to fix him. I recommend fighting games because there's more balanced abilities there. Also there's like zero grappling on the fist fighter so maybe there should be strength buffs on Ironflesh besides punch strength and the force push moved to the third specialization.

Oh, almost forgot. Healing hands also sucks as a heal for the same reasons its debuffs do: you Basically have to hope trying to Stomp the ground or some other silly maneuver launches you at your ally to get to them fast enough but then miraculously stop so you don't kill them by crashing into them or jabbing a spot wrong because you have no reasonable speed buffs and if you have to heal yourself you better hope you being the owner of yourself means you don't have to hit yourself where you're hurt of you're injured in a hard to reach area.

The more important detail is that you basically have a less than 1/4 chance (for your starting dungeon) of it opening anything for you because you don't know which dungeon it will open doors in. Orsgarn is a self-sufficient warrior scout form a far-away militaristic empire composed of many different conquered races and peoples, and was part of a large expedition to assess the state of the world and detect any major threats that could eventually become a problem for his homeland.
He was separated from his band while assigned to hunting duties, due to being snatched up by a giant bird of prey that took him many miles away from the coast. He eventually got free when another rival giant bird attacked the first one during a storm, and thus was swept away at sea, waking up on this island near the shipwreck.
He wants more than anything to return home to his wife and children, but knows that he will be labeled as a deserter and hanged for treason if he was discovered to be alive despite the circumstances. I think Arsenal is fine, people here are used to power ranks being so far apart in power that you might as well not take anything else other than the highest rank in a single skill, which clearly isn't what you described since mastery are just other abilities not necessarily broken compared to the rest. Still, less ambiguity would be nice to have.
I don't mind the traits having drawbacks since they are optional but I do think some are either too bad, the trait itself not that good and others clash too much with the choices you already had, like if you take positive racial resistance but then pick that you are susceptible to food poisoning how would that work.

Okay so I got a good grasp on what I need to change/add.

I'm definitely gonna either strengthen the upside or lessen the downside of most of the traits. There's also going to be more of everything.

Also there will be a system where you pick Basic-Intermediate-Advanced-Expert in a skill and it tells you what each level does, with you getting 1 expert level at least and an alternative option with other stuff. Arsenals will have the same choices but they will have less skills points overall and they can't get more than 1 Expert without a Trait.

The Mountain Keep seems very popular though. I suppose the Sewers are probably not going to be popular given the nature of the area, but why not the other two?

For mutant you could give them the symbiote Dragon wings for the electricity weakness because Knull and his dragons have that and for Mutant equipment give them a scaled down All Black (a subservient symbiote that can copy equips it absorbs). Just have it make one thing for each slot so it doesn't get out if control with equipment stacking since the Symbiote specialization could possibly also buff it depending on how you want to incorporate it.

Also or in place of that, there could be a Scorn based trait where it enhances All Black's items (because doing full technopathy for Magic items instead would be utterly busted and more fitting on Engineer) in effectiveness or allow it to copy more mundane tools (for example a pen with funny symbiote compounds for ink) in exchange for a sonic weakness (with some excuse like symbiote to Mutant communication is weird).

If All Black needs a legendary upgrade it can be forged into a version of All Red (or whatever God Carnage calls it) with a legendary material that grants some extra protections to nullify some trait weaknesses.

I am not sure if All Black should be considered a natural weapon or not.

Perhaps some quests can be inspired by real fantasy staples, like rescuing a princess, but the makers simply didn't understood the parable and the result is a subversion? As for companions I tire of basic waifus, give me manly archetypes like the brother-in-arms that'll follow you to hell without question or the rival that double as your best friend. Perhaps some Dreamscape escapee that try very hard to pass off as normal? A nightmare pretending to be your waifu is a funny thought. Weapons heavily depends on the setting, but bio-metallic blade would be nice. Just what you need of technology with the familiar shape of the tool.
For the quests, perhaps show a few different ways of how the "other players" perform? Like prizefighter in gladiator fights or some half mad explorator who need your help for something nobody believes in.

If that's your core idea it may be fruitless to raise objections to it, but for me at least this would significantly lessen my interest/investment in the setting, since it sort of adds a layer of "it's all fake" to it.

Yes and no. The terraforming and aliens aren't as much of a problem as the 'performing' part is. Plenty of fantasy stories use some form of advanced technology(even if many of them do so badly), but having the actual goals and events that take place being insincere kills any amount of enjoyability.

For Monk it took some thinking to remember these and these aren't completely optimal but they're ideas nonetheless.

The "Yoga" trait: Your limbs can stretch for attacks but your body is messed up from all that stretching so your arms and legs are more limp and rubbery, slowing you.

Vow of melee: By swearing off using non limb Ranged attacks your physical strikes improve

Sturdy fist: You cannot be staggered out of attacks as easily but you take extra damage if the attack would have knocked you back

Picturesque parry: you can deflect attacks with your bodily movements but you become weak to grapples and constriction (a trap or a spell or telekinesis for example) and have a hard time escaping them.

Glass fist: Your monk abilities and speed increase but your defense drops

Drunk Monk: By flying into a hysterics or delirium your Agility for dodging improves as does your mental defense but your awareness outside of your immediate vicinity drops

Monk pills: You can create a pill that is a huge buff but makes you crash and burn as a side effect

Food for the poor: By going unequipped you don't need to eat as much

Possesion: Your spirit based techniques get stronger but you lose control of your body

Im also just going to say that I don't like how Barbarian got Elemental attacks and wings instead of something like combat skills and unarmored agility but thats just me. Strength of the mountain could also have been toughness and strength rolled up into one abilty.

Engineer traits: It's surprisingly hard to come up with something that doesn't overlap with Savant so here's some stuff that may or may not do that.

Gun Kata: You become adept at switching between gun melee attacks and firing. The unusual movements disrupt your channeling and give shots increased recoil.

Ablative Armor: You've discovered the secret of handling a newly developed armor... partially. The arcane channeled explosives woven into your jacket provide fine retaliating to melee attacks and a deflection of physical projectiles but knock the stamina out of you from the kickback.

Protective Pylons: You've learned how to project raw Mana from shield turrets. You an your allies are protected by arcane barriers when it is deployed. Your wallet and your Mana are not. It is expensive to build and maintain.

Explosives: You can now build mundane explosives. As if someone cursed you for doing so, you take more damage from your own attacks.

Hollow Golem: One of your Golems is bigger, stronger and rideable by one person. Such a vehicle unsettles people and drives enemies to destroy it first. It loses integrity quickly when attacked from multiple sides simultaneously.
