The custom IG regiment I'm working on is from an Agri-world. They're inspired by WW2 France and other small countries. Being an Agri-world they're big on food, fielding a lot of abhuman auxilia (mainly Ratlings, Ogryns and Squats).

They're a small regiment, so much so that they only have one super-heavy/baneblade which is quite the celebrity.
I want them to be sort of "clueless" to the wider galaxy, they're clean and almost elegant, "hopeful" even.

I sincerely think those stories must have sold a lot worse because of the specific 'Warhammer Horror' branding that was used instead of any 40k/AoS branding so you couldn't tell which fucking setting any given book was. Sometimes you could tell if the cover had some clear sci fi or 40k elements, but most were abstract horror stuff or vague gothic stuff that could go either way.

Yes but there are degrees of that. You can generally expect that if you have an Ork Waagh, a Chaos dark crusade, a Necron dinasty or an Imperial crusade at war it's going to act as an united front. Sure it they might be vulnerable to leadership disruption causing infighting, and some elements of it might ignore orders to do their own things, but with a Dark Eldar force you have to assume that everyone there want to fuck over everyone else on their side at least as much as they want to actually win the war, often more.

Tyranids are arguably stronger than the Imperium but it isn't really known how many Tyranids there are out there. The current hive fleets are not stronger than the imperium.

No. The Necrons are the dominant power in the galaxy, so much so that the Imperium is largely beneath notice, and even their regional warlords are able to throw back Imperial crusades lead by primarchs without much effort.

The Imperium, of course, is fairly naive, so they end up making the same mistake the Tau do. They think that because the Necrons haven't wiped them out yet, that means they can't, when in reality the Imperium is just too weak to be worthy of their notice.

You've been able to do it since (insert google search) the addition of Utopia in 2017. Basically there are a few L-gates scattered around the galaxy and you need to get 7 mcguffins via research/exploration and the first person to get open them, which triggers a minor galactic crisis.

When you actually get it in there are a few versions it can take but all basically involve a slightly weaker than fallen empire level story faction that continuously spawns nanite battleships and the worlds all have unique buffs that make them really strong but they all have to be terraformed with a unique nanite cleansing tech. If you are the only one who gets the L gate tech you can use the bottleneck system at the front as a super fortress and its so far from the rest of the galaxy you can never back door the rest of the systems. Additionally, you basically get a bunch of indestructible gates only you can use all over the galaxy, so its really strong for raiding. If its super late game you can also build your own gates, connect them to the L gate network by building a gate next to any L gate and now you have beachheads everywhere from your home systems.

One of my favorite takes on the "psyker problem" is from Dark Heresy 2e. The Askellon sector is remote and frequently riven by warp turbulence, and is therefore only infrequently visited by black ships, sometimes waiting centuries between tithing. So at any given time the sector is likely to have a sizeable population of psychically active individuals who are just waiting for someone to come pick them up. And the local authorities can't not round them up and they can't simply cull them, because when the black ships arrive it will look really bad if the tithe quota wasn't met.

The solution the Askellan authorities came up with was to dump all their psykers in an abandoned quarry in the middle of nowhere on the sector capital world. So this hole in the ground will be filled with thousands of untrained psykers given minimal supervision and every reason to feel desperate. The sky above is discolored and crackling with psychic energy. And everyone just decides to ignore it.
