I went to Japan a few weeks ago and saw none of what your describing. The only negros i saw were the "sup bro" crew in Shinjewku, but all they do is stand around and leave you alone if you ignore them. I've been there 3 years in a row 16 days each and I haven't seen a single non-tourist jeet or nig on the streets. So far I've met a couple nepalese because I went to a Nepalese restaurant, and one nice jeet at some cheap chain restaurant and he was the only dude in the whole building who could understand english.
