That's a really bad example, since Rowling put less thought into entire books than GRRM has done for single character arcs. Every book had her just making things up that she didn't think of for the last book, making everything a mess by the end. Like how the spell to hide a house requires Harry's family to trust an outsider, but then in the later books Ron's brother is his own secret keeper for their cottage so apparently Harry's dad and Dumbledore and all the rest were just fucking retards for not just making Harry's dad the secret keeper.

Nah man. He's always known the ending he's working towards. The ending where Dany ends up burning King's Landing and Jon fucks off back North. He had characters move quickly in the first three books. The last two books move the story an inch and turns every character into a meandering introspective travelogue. D&D didnt kill the series, George did with AFFC.

He might have a vague idea of an ending, but he has no idea how to get there. So he wrote filler, alot of it.
