unfortunately from everything i've read that sort of stuff is a matter of contention, the agent of the the actor or the actor themselves will argue they deserve xyz credit, the show creators push back and it goes back and forth until a compromise is reached, and before you say its just petty it is but it also ties into how much they get paid, 90s and early 2000s tv credits were really weird.

Stewart being unable to do Picard's voice isn't about old age or volume, it's about tone and presence.

Sadly, it's a failure of characterization on his part, a failure as an actor. He's forgotten how to play the part and the writers certainly aren't giving him anything decent to work with either.

There are multiple people involved who have talked about how Alaimo's friend wrote Indiscretion for him, to give the character more of a neutral vehicle, or the potential to become an anti-hero through the Klingon storyline, including Alaimo himself going on record about it.

There was a time where an anti-hero story was pitched for Dukat where he might find redemption and it was approved by the showrunners, the executive producers, and the story editors.
They waffled on the character and defaulted to making him pure evil because they did not like a character with Dukat'a past finding redemption (again, multiple people on the record about this including Behr)

They've had access to Klingon and Romulan cloaking technology for a long time and they're not under the same diplomatic compunction to forego using it.
