It's not a point of debate, it's a Trek fact at this point.
There was a time where an anti-hero story was pitched for Dukat where he might find redemption and it was approved by the showrunners, the executive producers, and the story editors.
They waffled on the character and defaulted to making him pure evil because they did not like a character with Dukat'a past finding redemption (again, multiple people on the record about this including Behr)

They should, theoretically, have small cloaked ships, something about as large as a Runabout maybe, or a little bigger. They've had access to Klingon and Romulan cloaking technology for a long time and they're not under the same diplomatic compunction to forego using it.
