You're not wrong. A guy strolling through town minding his business, that really is a dumbass start to it, they could have been a lot more creative. (cops did used to harass randos more than they do now) I think the idea was that Vietnam vets are getting attacked as soon as they get off the plane home. The movie is a pity party for Vietnam vets, I don't know if that's good or bad, but that's what it is. I'm not sure real vets were feeling the vibes of this movie.
