Salma Hayek wasn't very popular in the 90s. She wasn't a household name or considered A-list. From Dusk Til Dawn was considered a flop, it was Clooney's first lead movie after ER made him famous, but it opened in the single digits and took about four years to become a moderate cult movie. Desperado was Salma's debut and that movie too underperformed, Weinstein expected a big hit, Rodriguez was 50x more known than Salma due to his Tarantino friendship and being an "It" 90s indie director.
Also remember that Americans were not as familiar with Spanish names, and Salma Hayek wasn't a memorable name, sounds like it now, but sounded like Salsa Huevos back then, and she was too curvy for the time.
She's also not a good actress, she has better comedic timing and more intelligence in her eyes, barely, than Sofia Vera and some other spic milf, but she's usually a drag on screen. And again she wasn't a "name" really until she married her billionaire husband, this is when she become a meme, wouldn't be surprised if her PR promotes her here. It's kinda annoying she's so well known now, she's hot, sure, in the way cartoon bitch on a salsa label is hot, but there's been crafty revisionism of her past that places her in the 90s and aughts alongside Cameron Diaz, Bullock, Halle Berry or even Pamela Anderson, Jenny McCarthy, Carmen Elektra, or Daisy Fuentes, who was more popular in the 90s than Salma but forgotten now
