People have a problem with it being Omega for all the reasons you already know, but I would say if it was some original character it, although not causing the same reaction, would still have left people baffled and criticising of it. You say about it being newly introduced, well unless there is an entire season rework then it basically is just that same single scene just with a few lines of dialogue changed - no build-up and anti-climatic.

I think RTD made the right call in 2005 actually. Overwhelming people with references to the old show would've just alienated new viewers. He put everybody on a level playing ground by introducing the Time War and the way he reintroduced old villains was great (Cybermen could've been improved but they were better than their 80s selves at least).

The reveal of the Master in Utopia shows how well it was handled. Old viewers would've guessed this was the Master after making the connection, but new viewers still had enough to keep them hooked other than just 'hey it's the guy from the 70s and 80s!'. You're left thinking 'huh, there's another Time Lord? Wait why isn't the Doctor happy about it?' The suspense is great.

It's probably the Moffat era were the returning villains fall flat, by this point there much more leeway to introduce them and instead they're occasionally reused for cheap gags. Except the Master, and even then he changed him to a woman (I do like Missy though, even if it's woke).

I did say in another post it was a good thing, it's just strange that RTD pulled a 180 on his perspective.
The trio of enemies (Daleks, Cybermen & the Master) were also already iconic with the public so the groundwork was already there.
Whereas villains such as the Rani & Omega weren't so they didn't work as well, I do think they could've been done correctly. It's just that they don't work as reveals, they needed to be reestablished.

I would say that is more the Zygons were recognised by people that were familiar/fans of Classic. Same with how Toymaker, Omega, and Sutekh were known by the fanbase, but not something your random Brit on the street could name or would maybe have heard of in the same way the Daleks. I also read something as well about how in the first half of the 1970s the likes of Radio Times were very much advertising and promoting monsters. A big deal would be made about the Ice Warriors, the Silurians etc.

Slitheen have some potential. For starters Slitheen was just the surname of one criminal family from a relatively unexplored race. They didn’t want simply β€œworld domination” but instead we’re instead out to make money which a fun angle with lots of possible plots. They also had the whole β€œhunter race” side of things which made them a credible physical threat. The whole β€œunzipping forehead” thing is also visually memorable and easily mimicked.

The main thing is in practice the groundwork for all three is irrelevant when it comes to how they are reintroduced. What groundwork is there is to drum up hype in the media and those familiar with Classic. Less iconic than those 3 and you can say what you want about the quality of the episode, but even the Sontaran reintroduction in Nu introduces them as if they are being presented to the audience for the first time.

Autons, Daleks, Davros, Cybermen, The Master, Sontarans, even the Macra appearing - that is a fair number. Of the other obvious ones of some notability that could relatively easily be brought back (Silurians, Zygons, Ice Warriors) all of which happened under his successor. A lot of the other notable villains from Classic were things that just worked as one-offs (Sutekh), had a bunch of lore around them (Black Guardian Omega, The Great Intelligence) that it is easier said then done to adequately explained, were at best C-tier (The Rani), or were Glup Shittos. And depending on who you ask anything outside of the Daleks, Cybermen and The Master may as well be Glup Shittos.

Not so in the UK where you can get (almost) all of the classic who on iPlayer. They also did the tales of the TARDIS series where some of the best classic episodes were cut together and top and tailed with a clip of the Doctor and/or a companion reminiscing over their adventure in the "memory TARDIS" that featured in the episode 8 of Series 1 Volume 3. In the commentary for Boom! RTD and the Moff talk about how the fact the episodes are all there and cleaned up gives them the opportunity to refer back to Volume 1 more, as people can, and will, go back to watch the classic episode after the new one if they haven't yet or need a refresher. Archive clips and exposition in the new episode are mainly there for very young children, who might not have seen the entirety of the classic series yet and Americans.

Kowloon inspired Gridlock (and a few other sets) but Kowloon had long been demolished by then for being a den of iniquity and organized (and disorganized, too) crime. It was the sort of place people went into and never came out of, especially if you worked in law enforcement or were a remotely attractive female.

It is an absolute mind fuck that this place was allowed to exist in the first place in what was at the time a British coloney and the hub of international finance. Whenever you see a distopian cyberpunk, or somewhat grotty vision of urban future in sci-fi its always based on Kowloon, even if the person making it is just basing it off other films.

Slitheen have a more compelling angle to them than the Zygon and Rutans, with the for profit mobster angle, and their method of disguise comes with having to kill their new body instead of just mimicking them. Plus, you could probably make a half decent episode or two not even relying on the Slitheen being able to take people's form which is flexibility that's nice for a monster to have. Remember as well that the Slitheen themselves can be quite distinctuve characters in their own right. Blon Fel-Fotch Passameer-Day Slitheen showed this off in Boom Town, especially as she spared that woman because she was pregnant and Blon had just lost her family. The individual personalities of the Slitheen contrast to other "group" enemies like the cybermen or Daleks in that they are capable of doing their own thing rather than just following the heard, like how Sip Fel-Fotch Passameer-Day Slitheen goes after Jackie Tyler in his own hunt.
