Even then it felt like the chuunin exams were rushed. I remember hearing Kishimoto wanted to flesh Team 7 out a bit more by having them go on more missions and gradually introduce the other teams but the editors made him skip straight to the tournament arc, because all shonens need a tournament arc.
Kishi is also a fucking faggot hack writer in his own way, though. Really feels like Naruto was a top tier idea that needed to be handled by somebody more competent.
