Slow the pace of the major arches some. They gave up way too much too soon, a lot like Stranger Things, and then had to recycle the new supervisor who's going to bring Vic to heel thing over and over again, at least three times. There wasn't really any reason to smoke Terry until the end of season 1, no need to even suggest it was Vic until later in season 2, and so on.
The major impetus was cheesy, too, the whole he's just doing it for his sick kid bullshit. Public employees have insurance. I would've made the whole grand arch that they plant evidence and cut other corners (and usually on guilty people), and came under investigation, so the two major pulses are that and then whatever crime they're going after that episode or season.

People have compared Dutch to Bayliss (from "Homicide"), and they did a storyline on "Homicide" near the end where he got really fascinated with that stuff and killed someone, and I didn't want to cover any territory that Tom Fontana and those people did so well.
