the "true" cult stopped after they shut down the wellspring program, presumably because the older members of the cult all became far too public/powerful to continue risking any blow back from it. their ability to keep it under wraps dwindled. the new generation of cult members in erroll and the ledoux's genuinely believed in the cult while the previous generation used it as a vehicle to get their rocks off. there's a different in methodologies shown from the cultists as time progresses from something meticulously planned to erroll chasing little girls through the woods on a whim.
the only powerful person left at the end who could be connected to it was the senator tuttle. the speed in which the reverend tuttle got a task force together when he recognised that the dora lange case could be linked backed to the tuttles in any form showed how desperate they were to keep it under wraps. the reverend tuttle died after rust stole his shit, i can't remember if the show hints at it being a suicide out of fear or an implied hit from the senator tuttle.
from rust's point of view, i guess he solved the case because he got the man who haunted him since the dora lange case. but it is a bit anti climatic thinking about it because we know that erroll was probably involved in some of the late 80s stuff and he was then acting essentially by himself from 95 onwards, it's just that all of the other people who escaped justice leaves a sour taste in your mouth. realistic though i guess
