now what doesn't make sense is that fridges exhaust inside, and then we proceed to cool inside with A/C (exhausting the additional heat outside to, once again, make it everyone else's problem)

I suppose an argument could be made that itβs difficult to integrate the heat exhaust from a fridge into the building in such a way as to make it practical, so using a second heat pump to do is close enough. Definitely not the most efficient way but it works I guess
