imo it's just that it's that he just lost motivation. I believe his ending would have been better even if it was the same overall ideas (I haven't even read the books but it really seemed to decline in quality significantly over time, as there was less material to use and as the show runners got more and more involved with the storylines).
BUT if you're an author, it's just a terrible idea to release your idea before you're done with them. The hype is dead, not only for the audience but for himself as well. No matter what he does with it, it will still be as another take on the ending. And, since a majority of the audience were tv show watchers and not necessarily readers of the books, the tv show ending will be the only thing they'll remember

We already discussed this the other day. He hasn't finished it because the real world sucks now and is full of woke trannys and Karens that will go on the war path and try to cancel him if he writes one wrong word in a way that is not approved by their insane pseudo religion worldview.

His writing style has always been extremely edgy by mainstream standards which was the entire point and one of the main reasons his stuff sold the way it did. As big and famous as he is now too many clout chasers will try to make a name for themselves trying to get him cancelled if he writes anything that can remotely be seen as out of bounds or not in the mold of the approved worldview. Being edgy is literally not allowed compared to how things were 15-20 years ago. And now he's rich and famous and a Hollywood insider with way too much to lose. He knows his hands are tied and there's no way he can match his younger self and push creative boundaries like he used to. Better to stall until it all blows over and not put out anything at all than write some generic Marvel tier slop that fits nicely into current sensibilities.

With the huge amount of information given in them it's obvious taking a break from the main ASOIAF series to write some of the Dunk and Egg stories, Fire and Blood, and Dance were all necessary for plot points he wants to include in Winds and ADoS to not feel completely out of nowhere, but even still it genuinely should not be taking this long to return to it now, there's no excuse.
