Yes.

Basterds is arguably his best movie. Tarantino was inspired to write a better script after watching There Will Be Blood. I wanted more scenes with the Basterds which is my only gripe, but the scenes with Christoph Waltz are really the best parts of the movie

He's a quilt maker. He takes someone else's movie and adds in shots and references to other movies until he's left with something uniquely his own.
