Yes.

Basterds is arguably his best movie. Tarantino was inspired to write a better script after watching There Will Be Blood. I wanted more scenes with the Basterds which is my only gripe, but the scenes with Christoph Waltz are really the best parts of the movie

He's a quilt maker. He takes someone else's movie and adds in shots and references to other movies until he's left with something uniquely his own. Like Van Gogh, he didn't need a teacher to walk him through it all. He just watched enough movies to make his quilts. In a sense, the career of QT is the Gen X Orson Welles.
