Far far weaker.
The kais were keeping him poisoned with their good ki and inhibition. He didn't heal as fast, his energy levels were lower, he was a worse fighter by every metric. He was weak.
Absorbing other beings helped bridge the gap and give him new abilities but it never made him as purely powerful as he was before.

The moment that was removed he went back to his pure buu state.
His full magic power
His full fighting talent(which wasn't his greatest power)
His energy levels high and never lowering.
His healing faster and instantaneous compared to before.
He was a real menace and he was feared for a reason.

Even the supreme kai recognized that he was weaker and less dangerous.
Shit his original form and superbuu knew that kid buu was a menace and both LOST to that menace.

Kid Buu being weaker than all forms of Buu (except Fat Buu) makes sense and is probably correct, but from a storyline perspective it makes no sense that they wouldn't just then bring in Gohan who should be able to annihilate him.

The writing in the Buu saga in general is a complete mess, Toryiama had completely checked out and wanted it over, and the end results is a mess of him capitulating to his editors demands and just doing whatever the fuck he wanted because it was the last arc.

Cell was a mess too. I felt Buu was a decent bookend because it brought in more goofy elements from earlier Dragon Ball. I think it resolved Vegeta well. Showed Gohan didnt just become Goku 2.0 and will carry on Goku's bloodline. Showed Goku wanting to prepare the next generation even though it didnt work out. Like that it ended with Mr Satan being the hero and the spirit bomb actually working.
