His wife wasn't actually that angry with him and they literally kissed (which passed the virus to him). I think she understood. The problem was more how he has just told his kids she was dead then she turned up.

The movie makes a hundred times more sense if you just assume the military leaders that ran the show and did all the emergency planning are Americans that wanted the last of the British to be killed off, so they could claim Britain for themselves and turn it into Airstrip One. Now their quarantine procedures and tactics make perfect sense from start to finish, they were always just waiting for an excuse to kill everyone and they got one. Even the lax security that allowed the kids to slip out makes more sense. The only thing they didn't count on was immune plague carriers existing and a soldier disobeying orders, helping the plague carrier to get to France, ruining their plans for future military bases entirely.
