That's not hard, Saville relevance was pretty low at the time of the outbreak, he was retired iirc. The guy who started the cult was just a kid so it's weird that he used such and old figurehead to inspire a new generation, to them the tracksuits + wigs would make zero sense (also I can't figure the logistics of not only training everyon on parkour but also finding uniforms for everyone).

Talking outside the movie universe, this is clearly Garland copying the Immortan Joe cult with a bong skin. You can see his thinking was "everyone would be expecting The Beatles or The Queen/Royals, nah let's be controversial!". I think it could have worked without the parkour/martial arts, that's really what breaks the immersion.
