If you were to just watch Phantom Menace in isolation (which people did back in 1999) it is kinda vague as to what Palpatine's overall plan is and why the Trade Federation are doing any of it. If you watch all 3 back-to-back it makes perfect sense, has a great fucking pay-off with Palpatine becoming the Emperor and is one of the best through-lines of the prequels but in isolation back in 1999 I can see why some people were a bit lost.
The heavy political shit is still only about 10-15 minutes worth of the movie though and anyone complaining that the whole film was like that is just lying and complaining for the sake of complaining
