in ent-tos there is definitely a credit system that works the same as money. tng-voy is less clear but theres at least one reference to transporter credits in DS9, and people still own real estate so we must assume they are still using a credit system to distribute scarce resources. and in all eras we see individuals motivated to amass wealth; mudd, vash, rasmussen.

I think its about submiting a plan for w/e it is you want to do, if its approved you get the resources to do it, like Bashirs dad wanted to design parks or after Best of Both Worlds' Picard was going to work at a deepsea research facility, the idea is you have a plan and want to do something you submit a proposal and its either approved or not. For instance sevens parents had this crazy idea to go study the borg, their idea was rejected. Also the "credit" thing in ds9 is for the transporters so yes some sort of credit system where you can only use the continent spanning transport system sometimes. Like say you go for a weekend in france or w/e for the weekend, thats just one use, Jake says that sisko used up a months transport credits beaming back home from san francisco to new orleans every night for a week, if using that math then a weekend trip to anywhere in the world seems like it would be normal

he wanted adventure and excitement and wanted to protect the federation, once he experienced the horror of war he wasn't so gunho about it. He was thinking he'll explore the galaxy and have great adventures discover new life etc. The reality was war and horror, kinda the entire point of the dominion war, starfleet is dedicated to eplortation and discovery but also defense of the federation, its the defense part that bit that guy in the ass or more accurately the foot. Jake goes through the same thought process that ep and realizes he is not an adventurer or a hero and he has no place on the front lines.

Maybe they just plain like working there. Sisko Senior probably treats them really well, helps teach them stuff and they have everyone of their needs met so at that point you just kill time, and even doing your hobby 24/7 gets dull after a while so I'm sure some straight up just like helping him out at the restaurant. Think about it, they don't have any of the usual worries. No bills, no threat of war (usually), extremely good healthcare and so on. Entertainment readily available etc.

So yeah, maybe a few days a week you work 4-6h there, go home and do whatever you want.
