Neo was always controlled opposition, even if he himself didn't know it and his own heart and conscience were 100% in the right place
I don't even like the grasping at straws headcanons like "Zion is just another simulation" but one thing that the movie absolutely tells you in text without handwaving implication is that Neo is always a pawn, he continues being a pawn after he gets superpowers
The whole series is a chess game between two AIs, Order and Chaos, with the narrative heavily leaning into Chaos being the good guy - the Architect believes he is very close to perfecting slavery, to creating a self-perpetuating and self-correcting prison that will keep humanity enthralled literally until the end of the universe billions of years from now. The Oracle finds this idea so abhorrent that she's willing to risk killing everyone and everything left on earth to throw a monkey wrench into that. That's not her actual goal, she doesn't want it to happen, but she knows it could happen and accepts that as preferable.
Of course it is a little on the nose that the ultimate evil is an old white guy and the ultimate virtue is an old black woman
