They never tried push bloom, he simply lucked into roles. The way jew hollywood works is when asses gets put on seats, they get more money so they instantly think if you are in a movie that makes money you are a bet that the asses are in seats because of you and seeing bloom lucked into LotR they then gave him PotC role too, but people were there for jhonny depp and the coll unique setting not for bloom.
They never tried push him as some leading man. He has never really done any sort of leading man role that warrants it and the 1 movie they gave him the chance on, kingdom of heaven, kinda flopped, but not by his fault, so that was his one and only shot.
He also had a small part in troy but again like LotR and PotC they put him in because he was not harming the sales.
If kingdom of heaven had made it big he might have got better roles and become a more leading man, but never did and faded into relative obscurity.
Like I said they tried to push taylore kitche but everything he was involved in bombed.
