If Palpatine felt the charges were bogus he can get representation and argue that to a judge in whatever the arraignment equivalent is in the star wars universe, I mean know the republic has a judicial system so it's not like getting arrested is some death sentence. If the charges are shit, a judge will dismiss it the moment it's reviewed. There was no need for Palpatine to chimp out and behave like a criminal nigger (unless he was actually guilty and the charges would stand).
