It was going to be elaborated on in the original ending of 28 Days (where Jim would sacrifice himself in a full body blood transfusion to an infected but unconscious Frank).

They unwittingly ended up at the original facility where they developed the rage virus (no soldier storyline), and discovered that the UK govt was working on a drug/virus that would render any society placid, calm and obedient. One way they hoped to do it was by creating a state of almost permanent hyper-rage and then work back from that. They used chimps and inflicted psychological and chemical torture on them to achieve this state for them to then start testing on. But obviously it was transmitable and much worse in humans.

In the original ending, the film would end on a shot of an infected Jim, tied to a bench they held the chimps on, and multiple screens would spark into life, showing him the scenes of war, torture and violence that they'd subjected the chimps to.

I think this would have been a much better angle to take the films than 'why is mummy acting like she has a brain tumor?' followed by Mighty Morphin Jimmy Savilles.
