It created an opening and showed that Vito was not speaking for all of them. It was not just what Sonny said but also that he spoke before the Don. Sollozzo might not have had the balls to set the plan of assaulting Vito in motion himself, however with the backing of Barzini and Tattaglia it was different. They probably said that with Vito gone, Santino would take over and since he was keen on the deal it would all fall in line with Tom Hagen selling the idea to Sonny. However as it happens they underestimated Sonny being so boneheaded to go to war. War was always a last resort and the other families of New York would bundle up and go against the family that starts a war.

Yeah the movie is fictional, but it does sort of abridge the conservative vs liberal war in the mafia where the liberals defeated the conservatives. The conservatives didn't want to deal drugs or consort with jews and blacks, but the liberals like Lucky Luciano, Joey Adonis won out.
In the Godfather this conflict takes place post WW2, ~1945 but irl it happened during the Castellammarese War in 1930.

Yeah but heroin at the time wasn't looked at the same way we look at narcotics today. It was heavily regulated as an ingredient in medicine of the day the same way cocaine was used for toothaches. Luciano was filling a niche that the government was butthurt about because he undercut their taxes. This is why they needed political connections to do anything at all.
