While it does seem shitty, I do get it. So many people try to flip autographs, taking shit to get signed by a celebrity they don't really give two shits about just so they can sell a $20 trinket for $500 on ebay, that putting up a price tag filters out a lot of those people and leaves you with people who probably actually want your autograph, or are at least willing to risk not making a profit from it.
Think of it this way

Do you keep giving them shit for free, or do you start selling it to them, or do you start selling it yourself? Everybody cries and shits their pants over this stuff for no reason other than jealousy. If you could sit your ass on a chair and make, idk, like $50,000 in one day by signing some photos, you would do it in a heartbeat with no questions asked.
Beyond that argument, as another anon said it's about supply and demand. Demand for Hamill signing photos is infinite at one of these cons. In order to make it fair to people who REALLY FUCKING WANT HIS Autograph there is a steep price attached, so that those people can line up and get their autograph before he goes home. The people who are just there to maybe make a quick buck from his signature or aren't that much a fan won't line up, making the line smaller and more manageable. You may think that he just signs a photo and says "fuck off" but I imagine at that price point he gives everyone at least a good 2 minutes or so to chat with him. After just 100 autographs that's over 3 hours, not counting his breaks and stuff.
