Season 4's premise is fishtank code meta. Jet was in site chat early in the season complaining about the cast being "meta soi" in reference to the whole zoning permit meltdown and council threats, but this was hinting at the kind of show they were making. It’s still the Season 1 house but now it’s like intentionally violating building code as a bit.

A. Humiliate the fish by showing how completely unaware they are of basic shit like noise ordinances
B. Fuck with the audience by pretending it’s actually going to get shut down mid-season
C. Strip things back to raw drywall and unfinished rooms to make it feel "illegal"

The STOX are there to bait locals and Reddit dads into thinking it’s some startup meltdown. It’s just there to make the fish think they’re in control while getting jerked around. It’s also part of the fake legal arc where any mention of "permit" or "city hall" gets you pulled into the plot. The whole thing feels like a parody of itself now. Sam looks like he’s phoning it in but that’s the point. It’s all part of the long con.

When Jet said "we’re not playing safe this time" it was already telling you the house is gonna get fake raided. We’re gonna see City Inspector Week. Guys in fake polos walk in and start citing codes. Maybe a forced evacuation. Trailer already hinted with that clip of flashing lights in the distance.
