Can't tell from the pictures. The comics have been on going since 1977 and artists have fairly big freedom in how they depict the city. There's been everything from noir to bright super futuristic depictions over the years.
The big thing is that setting/stories develop mostly in real time and there's no retconning/rebooting shit like superhero comics. Dredd really is 70+ years old and the city has been dwindled down from a massive megacity with hundreds of millions of people to being on the brink of collapse after various wars and mass crisis events.

This is pure Judge Dredd. The city is HUGE. It is TALL. There is a distinct difference between Haves and HaveNots. The rich live at the top, and the poor live at the bottom and fight all the time. The MegaCity is key to the universe. It's not just some city with a few overcrowded towers.

For some reason the 2000s had a gritty art style for cities when the 80s and 90s put much more effort into making good looking cities. It's the only real gripe with 95 vs the new version. It's not exclusive to Dread but a problem with CGI replacing particle effects and other tricks as a whole.
there was no chance about 10 years ago. Dredd made 1 million pounds at the box office. skyfall made a 100 million. the modern market does not care for 80s law power fantasy/satire
