It's one of the rare, early, truly mean-spirited episodes of the Simpsons. Homer is oblivious to the point of being a complete prick. Grimey is a bitch about his life until he inadvertently kills himself. The story just isn't funny. It's tragic. Although it has some great moments, it's not my favorite.

It was just the guy from Falling Down in Springfield fighting Homer. Along with episodes like the Springfield Files it shows the show becoming more reliant on "Bring a universe into this universe"

Pretty much everyone comes off as a jerk in it. Homer eating comical amounts of food has gone from a passive donut joke to Homer stealing lunches
That all being said I kind of like the episode, the Bart buys a warehouse for a dollar subplot also represents the rise in absurdism.
But what were they supposed to do after 7 seasons of quality, but turn it into an increasingly mechanical joke machine that relies on other media to make its media. It set up a formula for the next 25 seasons.

I think it's clever deconstruction and would have book ended the show if it had finished then

I didn't like that episode either. It's obviously a satire of what really happens to people who have few resources but sacrifice their entire lives to achieve something.
It's horrible, but educational. It shows you what can really happen to you even if you work hard your whole life. Nothing guarantees your success, no matter how well you behave.
