I think it has more to do with the fact that she can’t actually act. This is common with child actors that try to transition into adult roles. When she was in Mad Men, all she had to do was memorize lines, say stuff loudly with some semblance of emotion, and hit her staging marks. She was hired more because she was obedient and had cute eyes. As an adult, the competition is MUCH more fierce and Shipka can’t keep up. Her acting is wooden and she sounds like a kid acting in a school play. At best, she sounds like a talented high schooler, but that’s giving her a lot of credit. She doesn’t embody a character so much so that you forget that she’s acting.
tldr: there’s no cabal. She doesn’t get roles because she’s not very good. She’s attractive and has captivating eyes, but her actual acting chops fall short.
