All in due time. First, consider this: at one point, Dukat had access to Kira's mother, and Kira herself, both basically the same age. As a commanding officer in the Cardassian military, he'd have had authority over both women, mother AND daughter. They were on his station, surrounded by his men. What could they do? Where could they go? Realistically, they'd have to do whatever he said.
