He's not "supposed to be black", he's supposed to be called something else. Western markets SF2 got nameswapped characters. Balrog was supposed to be M. Bison, but Capcom were afraid of getting hit with a lawsuit by Mike Tyson, so the names were switched. M. Bison could look like "Major Bison", so they put it on Vega's name and put Vega's name on Balrog.
