Yep, the starting zombies were supposed to be freshly undead except the cemetary. She evem comments that they're so slow, they could just get around them. It just took time for the terror and shock of that unusual situation to wear off. But Romero's apocalypse was global so the zombies kept increasing until it's unsurvivable or you hide in the middle of nowhere
