Characters evolve when their bit stops being funny. Him being so one note means you always know what he's going to say and what the punchline's going to be (Damn you vile woman or whatever). Not saying him being in a gay relationship with his teddybear is better, but it's different at least.
Recently they've been playing more on him being an actual baby, which is fun. I've always liked the jokes that highlight this aspect, he's a time traveling, universe hopping genius that still gets fooled by peekaboo and can't button his overalls by himself. Him having a rival that's just a normal toddler but slightly cooler and better at baby stuff is pretty funny.

To be fair, there is more humor from gay jokes than from him being a villain. One of the best gags is when he gets pregnant with brians puppies.
