The movie depicts the American atrocities against Japan negatively, but not from an anti-American PoV. Rather, it depicts them as a Gotterdammerung and divine punishment for Japan's actions during the war, as they are now enduring what they inflicted upon countless nations and peoples for nearly a decade; and it is the children, elderly, and civilians of Japan uninvolved in the war who suffer the most from the actions, worldviews, and delusions of Tojo and his ilk.
That is why it is such a powerful, profound, and deeply sad anti-war film. It is all about how the people least involved in war are most often the victims of it.
