The joke is that you think she called every name in the phone book (A-Z) but she only called two people. The joke kind of needs the editing transition to show that time has passed between the first and second call, which this still image version doesnโ€™t have

The audience is initially led to believe that Patty and Selma had telephoned every single resident of Springfield, starting with A. Aaronson at the beginning of the phonebook and finishing with Mr. Zukowski at the end of the phonebook. However, it is quickly revealed that the audience was initially misled, as it turns out that Patty and Selma had only telephoned two residents rather than calling the whole town.

Simpsons did this a lot with setting you up for obvious punchlines before delivering a swerve. Like the joke where Bart explains the difference between Radioactive Man and Radiation Dude. The obvious line being, "... while Radiation Dude has a similar but lamer catchphrase 'up and at them'." Which instead becomes, "... a similar but lamer catchphrase 'up and let's go'."
