It's more complicated than that. Anything can be addictive, but when you're addicted to something that inhibits cognitive function(which modern weed does a lot, it's way too strong for the way stoners use it now) it can lead to you wasting large periods of your life and not even realizing it.
It happens with alcoholics too, although there's large longstanding subcultures within society built around being drunk with other people so they usually at least get some good stories out of being fucked up all the time.
