Actual answer: it started as a forced meme by a mentally disabled (literally) autistic person. It makes no sense. That's why it just kind of resembles one but there is no real joke. But autistic people repeat things a lot and tend to have rituals and constant repitition. So it constantly gets posted by them. Others got into it as time went on, but most of the hardcore "fans" of the meme centers around literal autistic people or mentally challenged ones. It's why you only see it around Simpsons, Family Guy, etc. shows. For whatever reason those shows resonate with that audience and so any time it comes up they start manically posting it and get worked up.

Honestly it was a bit disingenuous. There's a rivalry between two groups—one of whom runs smear campaigns against the Baskin bros. Thankfully one side is mature and does not try to shoot the other down. There's enough space for all, you see. It's real. I used to have an autistic client who loved it. Any time he saw one of these shows he'd get hyper and start borderline shouting "baskin roberts *imitates peter laugh* baskin fund it" and type shit out. No clue how he found 4chan though. But yeah there's a reason why it comes across as so unfunny and forced. It appeals to them. But it's honestly kinda sad. Like this is the highlight of their lives.
